1. Water - So where is the water going to
come from? Please ensure that adequate water will be made available in addition
to the current approved housing and erven in Langebaan. We need to be shown
where the water will come from and not that the services are adequate to pump
it. If all of the erven are built on in Langebaan, there will be little water
left if any at all. This is a major problem. Please show use WHERE you will get
the actual water from.
2. Drainage & Run Off - The proposed
location for this development is in fact a watershed and natural escarpment. How
can you ensure that no pollution is going to enter into the Lagoon's waters
through run off? The site is protected by the Ramsar convention and South Africa
must protect the Wetlands in this area. How can you show 100% that the Wetlands
will be protected against pollution as a result of this development?
3. Urban Zone - The Municipality &
Provincial government has set out it's Spatial Plan clearly showing the proposed
site as a buffer zone between the National Park and the Urban Zone. To build or
want to build in this area flies in the face of local and regional governments
guidelines. Why do you feel that you can build in a Nature zone which is clearly
outside of the town's boundaries and scope of development? With almost 50% of
the current Erven not yet built on, why do you feel it is necessary to go
outside of the Spatial Plan in order for increasing an already over-developed
market?
4. Aesthetic Ambience destruction - the
current Urban Zone clearly defines the edge of the Natural land to that of the
developed land. Whilst enjoying a paddle, kite, bike ride, walk, drive et cetera
through or in the Park, the town is currently kept from the view. The proposed
development will bring the town into the park and will contribute to noise and
light pollution. National Parks need not have pollution of any kind. How do you
justify this and propose to keep the aesthetic beauty of the Lagoon and Park?
5. Accessibility - currently people from all
walks of life utilise the beach at Klein Oosterwal. The development will bring
more landowners who will wish to restrict the numbers of people "blocking" their
view or trampling their lawns. As with too many other developments around, how
does the developer ensure that all people from all walks of life can continue to
use the beach for their personal reasons. The beach is used by 1000's of kiters
and windsurfers, as well as walkers, bathers, nature lovers, fishermen .....
This is a public beach with access for all. How can it be kept this way? The
Current set back within the Scoping Report states 50m, this is clearly not far
enough from the water's edge to provide a clear buffer zone between the public
and the private occupants.
